Ensure the continuation of the NOx Agreement beyond 2027

The current NOx Agreement is effective until the end of 2027. Already, we observe that the NOx Fund is limited in its capacity to support emission-reducing projects planned for the later stages of the Agreement period and beyond.

The NOx Fund and the business organisations are actively working to extend the Agreement for 2028–2030. On behalf of the business sector, the Confederation of Norwegian Enterprise (NHO) submitted a formal request to the Ministry of Climate and Environment in August 2025, urging the start of negotiations. As of now, the authorities have not responded to this request.

During the parliamentary review of the Climate Report earlier this year, the NOx Agreement was discussed by the Energy and Environment Committee. The committee’s statements demonstrate broad political support for clarifying the Agreement beyond 2027, with the objective of continuing it.

Experience shows that an extension requires a political decision in the Norwegian Parliament (Stortinget). With a new composition after the election, all political parties must understand the importance and current status of the NOx Agreement.

We therefore encourage all the affected businesses in Norway to clearly express their support for the NOx Agreement and the NOx Fund in their meetings with relevant politicians and civil servants, and to emphasise the need for a continuation beyond 2027.

We still have a considerable amount of work ahead in a new Agreement period:
• Reduce NOx emissions to ensure that Norway meets its international commitments for 2030.
• Prioritise technologies that also help lower CO₂ emissions.
• Provide support in coordination with other public support schemes.
• Maintain business-friendly policies with continued exemption from the state NOx tax.

During a period when rapid emission reductions are essential — and while the business sector must also be protected from significant tax hikes — discontinuing the NOx Fund after 2027 would signal failure.
